Insulation not enough

The government has  a programme to insulate homes to cut CO2 emissions.

* The energy saved is about £200 per house
* The energy used in homes averages more than £1000
* The energy saving is about 20%.

This means

* With gas heating, CO2 emissions will fall by about 20%
* The government say we must cut CO2 emissions by 80%

Insulation gives a 20% cut but 80% is needed.

Insulation is nowhere near enough.
